Verified this both with and without my location change handler work in Bug 941868. It's independent of that.

Start on a big page with TOC links like 

https://developer.mozilla.org/en-US/docs/Mercurial_FAQ

Click one. Scroll to near the top and click another. Repeat, if you wish.

Now tap Back. You'll see 

11-26 16:34:31.725 D/GeckoTabs(  921): handleMessage: SessionHistory:Back

in the log, and the page will shift back to the previous position.

Now do it again. You'll still see the log message, but nothing will happen to the page position.

This might be a Gecko thing, but I figured I'd file it...

This bug is still happening...
You can easily reproduce it on Wikipedia (desktop version, not mobile):
1. Go to a page with TOC. Firefox's page is fine.
2. Click on an anchor. It goes there.
3. Press the back button. It goes back to the TOC.
4. Click on another anchor.
5. Press the back button. Nothing happens.
