Reproducible on:
Windowx XP x86, using:
- Firefox 25.0.1 (BuildID: 20131112160018): Mozilla/5.0 (Windows NT 5.1; rv:25.0) Gecko/20100101 Firefox/25.0
- Firefox 26.0b8 (BuildID: 20131125215016): Mozilla/5.0 (Windows NT 5.1; rv:26.0) Gecko/20100101 Firefox/26.0 - normal installer
- Firefox 26.0b8 (BuildID: 20131122094025):  Mozilla/5.0 (Windows NT 5.1; rv:26.0) Gecko/20100101 Firefox/26.0 - stub installer

Steps to reproduce:
1. Download the stub installer for Firefox 26 Beta 8 ja (Japanese) language.
2. Execute the installer and follow the steps to the end of the process.
3. Open Firefox once it has been installed.

Expected results: All the text displayed in the installer and browser is rendered properly.

Actual results:
2. All the available text from the installer is displayed as glyphs instead of actual font type.
3. Most of the text available in the browser is displayed as glyphs instead of actual font type.
I’ve also attached a screenshot on this matter.
This issue is not a recent regression from Firefox 25.0.1, as stated above.

Additional information:
This issue is also reproducible for the following languages:
1. zh-TW (Chinese-Taiwan) - on stub and normal installer, on the browser itself
2. zh-CN (Chinese-PRC) - on stub and normal installer, on the browser itself
3. ko (Korean) - on stub and normal installer, on the browser itself
4. he (Hebrew) - - partially, on stub and normal installer, partially on the browser itself 
   * the stub installer is not localized at all (Bug 943634)
5. th (Thai) - partially, on stub and normal installer, partially on the browser itself
6. hi-IN (Hindi-India) - partially, as the normal installer is not localized at all
7. ar (Arabic) - partially, on stub and normal installer, partially on the browser itself

I logged a separate bug (Bug 945143) for the font issue affecting the specified browser locales. Please let me know if any further information is required from my side on this matter.
