Details

This would be useful for things like notifying users that we are missing ADI, processing is disabled, backfill is in progress. Should be super simple to implement. Admin UI would be a nice to have, too.
Also would be useful to tell users that search data is currently unavailable (as right now) or restricted (as it will be for a while).
We should do this - sometimes there are weird things that get caught and reprocessed like bug 1160907, or the recent Fennec beta problem.
