944090 - [Notifications][UX] Keep all relevant Notifications after the System restart

User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/31.0.1650.57 Safari/537.36

Steps to reproduce:

Restart device while there are active Notifications.


Actual results:

All Notifications are cleaned after the restart.


Expected results:

Do not clean automatically all Notifications. After the system restart there still all notifications are relevant - save them and show also after restart till they are cleaned by user. 
This issue is not relevant to System update notification after restart on System update.

Can reproduce this bug with the above mentioned environment.
