Searching by email returns only partial results -

Zero results are returned on dev, I would expect 1:
https://mozillians-dev.allizom.org/en-US/search/?q=.com&limit=

Stage and prod should return more results; the returned result set appears to only be a partial one:
https://mozillians.allizom.org/en-US/search/?q=%40mozilla.com&limit=
https://mozillians.org/en-US/search/?q=%40mozilla.com&limit=

We're no longer running our automation against dev. Can we close this and remove the conditional xfail from the test suite?
