944105 - update footer donation link with links to localized pages

Hi Andrea-

The donate link in the footer on localized pages leads to a donation page in English, while the button in the promo correctly leads to a localized donation page.

What are the correct urls for localized pages for the footer?

(As per Bug 928576, the Donate link in Tabzilla has not been updated yet)

I just sent another pull request (https://github.com/mozilla/bedrock/pull/1458/files) to add a locale-aware link to the footer, so I can take this.
