Description:
If the user receives a call while in the FTU and drags down the Notification Bar, the user is then able to get out of the FTU by selecting the settings icon in the utility.

Repro Steps:
1. Load the Buri to Build ID: 20131127040203
2. Reset the phone to factory default, or have a newly flashed device
3. Have another device call the test device
4. Answer the call
5. Drag down/ open the utility/ Notification tray
6. Tap on the Settings icon in the bottom right

Actual Results:
The user is able to get out of FTU.

Expected Results:
The user will not be able to deviate from the FTU by accessing things outside of the FTE.

I think this problem has been known for a while. Not a realistic end user scenario, however.

+1 to Jason, won't see it as a big problem since everything configured on the FTU can be done through settings.
