STR
1. Don't manually enable Airplane Mode.
2. Open the Phone application.
3. Attempt to make a call.
4. Observe fullscreen popup saying Airplane Mode is active
5. Check Airplane Mode state via Notifications drawer.
6. Observe that Airplane mode is inactive.

*NOTE: I don't know exactly when or how the device gets into this state but I never explicitly enable Airplane Mode. I'm always notified that the phone is in Airplane Mode when I try to make a call. Explicitly toggling airplane mode doesn't change the state reported by the Phone app.

Expectations
+ The Airplane Mode icon should be displayed in the status bar and Notifications screen when Airplane Mode is active whether explicitly enabled or enable via some other means.
