A cron is meant to update tbpl-dev.allizom.org every 15 mins, however it doesn't yet have the changes from a1502aa96799.

Which implies the job is not completing.

it looks like the update process hung on 11/16 - which aligns with the datacenter maintenance we were doing in scl3. my guess is it hung connecting to some service in scl3 that was not available.
