Requiring someone to set up the IARC settings and talk to the IARC servers isn't a great idea for local development and testing app submission. We have a mocked client already, let's see if we can add a setting for the mock client to return representative content for local testing and not need to talk to IARC servers.
I vote for an extension to Flue. One fewer dependency.

Ok. You add SOAP support and then I'll add all the XML responses that we are expecting. ;)
