Testing Nightly on 10.9

STR:
1) Enable chrome paint flashing (nglayout.debug.paint_flashing_chrome=true)
2) Load https://bugzilla.mozilla.org/
3) Move the mouse over the URL bar

Notice the lock icon area flash multiple times in response to the hover. It happens again if you move the mouse off of the URL bar.
I'm pretty sure this is a dupe of 700363 - I think it's the forward-button that we're seeing flash here.
