:zeller ([e-mail]) can't change the "assigned to" field in bug 793989

We have added :zeller to the "build" bugzilla group, and that still doesn't allow him to enter it.

He previously had that ability while working as an intern this summer. At that time, his bugzilla identity was jozeller@m.c

being a member of the 'build' group doesn't automatically grant you membership of the 'editbugs' group, which is the group he'll need to be in to change the 'assigned to' field.

i've updated the build group's configuration to fix that, and can confirm that zeller is now in the editbugs group.
