Since aws_manager supposed to work even if one of the regions goes down it would be better to have this instance ih-house.

aws_manager1.b.m.o with Centos 6.2 with minimal hardware requirements.
Done.  It's running puppet now, and I've landed an empty entry in the build/puppet default branch.  There's another patch there that needs merging, and it's yours, so please merge to prod when you're ready.
