946299 - Enable strict7bit enconding for a new market

It is likely that we will add a new market for 1.3 launches, we need to set the suitable parameters for them. Please set enableStrict7BitEncodingForSms to true for 262 07 and 262 08.

There was a mistake in my description of the bug, the mcc mnc code to apply this change is only: 262 07. Sorry for any inconvenience.

Fabien, we are adding the default value for the `ril.sms.strict7BitEncoding.enabled` setting for the carrier MCC MNC 262 07 (O2 Germany). Would you review this patch please? Thanks!
