Overview Description: For some reason, if you save a sign-on off a local file
(don't ask why I had to do this) then the next time you start all of your
signons will be removed.

Steps to Reproduce:
1) Save a signon from slip/projects/marvin/wallet/login.html
2) Re-start and notice it can be recalled and shows up fine in Display Signons
3) Save the above login.html file locally and access it
4) Choose to have the signon saved and notice it shows up in Display Signons
5) Restart apprunner and goto Display Signons.

Actual Results: Both signons are gone and cannot be recalled.

Expected Results: Signons should be there and be recalled when URL's are
accessed.

Happens on Mac/Windows 7/8 builds.

Fixed, or at least it will be by the time you get tomorrow morning's builds.  I
have the file ready to be checked in and will do so as soon as the tree goes
green or I get tired of waiting, whichever comes sooner.

finally verified with 8/16 builds, no signons are lost
