Steps to reproduce:

When no firefox process is running, I start firefox twice quickly. 

Version 24.1.1


Actual results:

A Info Message appear: Firefox is already running, but is not responding. To open a new window, you must first close the existing Firefox process, or restart your system.


Expected results:

The firefox window should open twice.
It's not allowed if you added the command line argument no-remote to the Firefox shortcut (and it should not be used with your default profile). Is that the case?
