When I am browsing in frames, the back button will work to move back (inside the
frames) for a while, and then will stop working. At that point the back button
does nothing any more. Closing the current window and opening the page in a new
window solves the problem.

Reproducible: Sometimes
Steps to Reproduce:
1. Load any page with frmae
2. Browse the page (using links that navigate within the frames (for example a
Table of Contents navigating pages in another frame.
3. Press the back button. The first couple of times it will work. Then it stops
working and the back button does nothing.

Actual Results:  Back button does not function. You must return to the previous
page another way.

Expected Results:  Back button should continue to work, and move the page back
one page.

I see this error happening most often in Zope management screens, though I have
replicated it in other frames pages too.
