947159 - Inconsistent behavior of session restore between recent versions and OSs

STR:
1. Launch Firefox.
2. Set the "Show my windows and tabs from last time" option.
3. Open multiple windows.
4. Close the browser by right-clicking the icon in the OS taskbar and selecting the Quit option.
5. Start Firefox again.

Expected Results:
All the open windows are restored.

Actual Results:
Firefox 26, 27: Three tabs are restored (the one open from step 1 + 2 more).
Firefox 28: Only the initial tab is restored (the one open from step 1).

Notes:
* This issue only reproduces on Windows and Linux. I tested on Windows 7 64bit, Ubuntu 13.04 32bit and Mac OS X 10.9.
* The issue goes back to Firefox 7.0.1:
** Firefox 6.0.2 and older work the same as Fx28.
** Firefox 7.0.1 up to Firefox 25.0.1 work the same as Fx 26 and 27.

I doubt this still exists given the great improvements since the rreport, and the reporter is no longer active
