Adding nitot, and aruner, as this might be an evang issue.

Case was brought to my attention by Content Developer.

I get this bug in NS6.1, the only advantage over NS4.7 being that non-breaking 
space filler content now results in cell heights being rendered as expected. 
Without any content cell heights still collapse however.

Adding nsbranch to keywords. We should fix this one ASAP because it causes work
for content developers.

I'm not seeing the problem on the trunk. If it also fixed on the m0.9.2 branch 
but not in NS6.1, then I don't think there is anything that can be done until 
something like NS6.1.1 comes out.
