The testcase is just my guess of what was meant by the problem description...
I get this bug in NS6.1, the only advantage over NS4.7 being that non-breaking space filler content now results in cell heights being rendered as expected. Without any content cell heights still collapse however.
Adding nsbranch to keywords. We should fix this one ASAP because it causes work for content developers.

I'm not seeing the problem on the trunk. If it also fixed on the m0.9.2 branch but not in NS6.1, then I don't think there is anything that can be done until something like NS6.1.1 comes out.
Dom ~ Pls take a look at this on the "trunk" (e.g. I sent you an email with a link to the bits), and lemme know, if you are still seeing this.
