In "Show toolbar as" section, select text only. 3. Press OK. 4. No changes whatsoever on Navigation toolbar.

ah, that pref isn't there no mo' [2001.08.15.06-comm, winnt]. eg, i see it in 2001.08.10.05-comm. vrfy fixed, then.
