Details

External links launch a new public window rather than opening a new tab in the most recently active private window.

Steps to Reproduce:
1. Set Preferences > Tabs > Open new windows in a new tab instead = True
2. Close all windows
3. Open a new private window
4. Open an external link

Expected Results:
External links expected to open a new tab in the most recent active window, including a private window.

I reviewed 829180. Was not clear why that behavior was considered a problem. https://bugzilla.mozilla.org/show_bug.cgi?id=829180
