Description:
If the user scrolls the "Sign up for our monthly newsletter" window, they will notice that the webpage behind the window will scroll as well.

Repro Steps:
1) Updated Buri to Build ID: 20131209004003
2) Tap on the "Browser" icon.
3) Tap on the "Sign me up" on the default Firefox OS welcome page.
4) Scroll up and down the window, paying attention to the webpage in the background.

Actual:
The webpage behind the "Sign me up" window scrolls as well.

Expected:
The webpage behind the "Sign me up" window does not scroll when the user is scrolling the window.

This issue reproduces on Leo v 1.1.0 COM RIL if i manually put in the website address http://mozilla.org/firefoxos on the phone since this webpage is not bookmarked by default on v 1.1.0.

This happens on desktop too. On my macbook, if I load http://www.mozilla.org/en-US/firefox/os/, click on the "sign me up" button, and then use two-finger scroll on the macbook trackpad, the page in the background scrolls. Hitting the up/down keyboard buttons also scrolls the page in the background. I don't think this is a bug.

This also causes graphical issues to occur with the window though. Part of the window will either be missing or it will flicker as the user scrolls the window. This is evident in the attached video.
