steps to reproduce:
1. Upload a packaged app
2. After submission, load https://marketplace-dev.allizom.org/developers/app/premium-packaged-app-2/content_ratings/edit
3. Click on 'Create an IARC Rating Certificate' button


expected behavior:
IARC form screen loads

observed behavior:
IARC form never loads as 

GET https://marketplace-dev.allizom.org/api/v1/apps/app/premium-packaged-app-2/content-ratings/ [HTTP/1.1 404 NOT FOUND 124ms]
This is true for all apps.
