Canceling preferences does not cancel theme change

2001081008 trunk.
Theme Preferences.
Select a theme and hit Apply button.
A warning appears that the change will take place at the next launch.
Hit Cancel button.
Restart Mozilla
Result:The theme is changed as Apply button.

Now that Apply button does not change the theme immediately, I think it is
counterintuitive to retain the change when Cancel button is hit in the
preferences window.
see also bug 44032, which would remove the Apply button and workaround this issue.
Leaving to revisit once live-skin switching bugs have been resolved.
