Description:
Users can re-arrange apps to cause other apps to disappear and become unselectable.

Repro Steps:
1) Buri to v1.3 BuildID: 20131210004003
2) Using any app, hold over one of the category apps to force a re-arrangment.
3) Still holding onto the "new" app move one space to the right until the existing apps re-arrange.
4) Continuing to hold the "new" app move one space to the left until the existing apps re-arrange.
5) Observe strange behaviour from existing apps.

Actual:
The app in the 4th or 2nd position will disappear and become unselectable.

Expected:
Re-arranging apps should never cause other apps to disappear and become unselectable.
