With Content ratings, it is not clear to developers how to get their apps to pending review status

steps to reproduce:
1. Submit a paid app
2. In the Next Steps page, click on the link to get Content ratings
3. Complete the necessary ESRB questionnaire to get a rating

expected behavior:
After completing the content rating step, developer is encourage to set up Payments

observed behavior:
User is shown a success message and may end up thinking that their app submission is now complete resulting in a lot of incomplete app.s

Here's a mock pertaining to this. It's a bit of a change.

What do you think about it? Is it clear enough, or should we look for an alternative flow?
Here's a quick fix of having a message up top "You must set up Content Ratings before we can review your app.".

Ideally, a developer would also get a success message "Your app is now pending status." or something once all is done. But given that the flow will undergo changes, I'll leave that off the table so it won't have to be rewritten.
"before we can review your app" does not necessarily mean that "your app cannot and will not be public until you do this." We should change the wording to make that explicit.

or

"You must set up Content Ratings before your app cannot be reviewed or published."

?
"You must set up Content Ratings before your app can be reviewed or published."

A small step to make it a bit clearer for now.
Target Milestone: --- → 2014-01-07
Bug relating to success message up top.

For the case when the rating is all that is required the success message should be, "Congratulations, your app submission is now complete and your app will be reviewed shortly!"

For the case when the rating is complete but payment account details are still outstanding the message should be, "Your app now has a rating. You still need to provide payment details before we can review your submission." and "payment details" should be a link to the payment details page. 

Hopefully that gets us to a good place on this until we can do a larger redesign of the flow.

I kept the copy "You still need to set up Payments...<etc>" for code simplicity. Let me know if that's okay. It might be worthwhile looking at the screenshots in that pull request link above.
