Steps to reproduce:
1. Start Firefox.
2. Unzip the testcase and load the HTML file in Firefox.
3. Select some text from textarea and outside it.
4. Click on the horizontal or vertical scrollbar and drag it to right or down

Expected results: The scroll works as expected.

Actual results: Unable to scroll, after a very small scroll the selected text is dragged.

Notes:
1. This issue is not a regression: it reproduces back to Firefox 4.0.
2. Does not reproduce on Chrome, Opera, Safari.
