Steps To Reproduce:
1. Move "Character encoding widget" to PanelUI

2. Open http://piro.sakura.ne.jp/index.html
3. Click "Character encoding widget" in PanelUI
   --- observe character encoding list

4. Select "Unicode(UTF-8)" for example
5. Click "Character encoding widget" in PanelUI
   --- observe character encoding list


Actual Results:
No page character encoding indicated at step 3.
It is impossible to change correct char code "Shift-JIS" because the list does not have it at step 5.

Expected Results:
"Shift-JIS" should display and selected at step 3.
"Shift-JIS" should display at step 5.

This wfm on builds that have bug 936442 landed. Alice, when builds for https://tbpl.mozilla.org/?tree=Fx-Team&rev=1495ede52ef5 have finished, can you doublecheck that it is indeed working with those builds? Thank you!
