What problems would this solve?

ubernostrum has implemented the page delete, undelete, and purge functionality, but the UI needs to be built for it. Once that's done, we'll finally have a true page deletion function!

Who would use this?
===================
Admins.

What would users see?
=====================
There should be a "Delete this page" option in the "gear" menu when looking at a page, and there should be an admin panel to view the pages that have been deleted, with support for undeleting one, a selection of, or all of the pages, as well as a "purge" button that would actually erase the pages permanently.

What would users do? What would happen as a result?
