There are certain parts of the site that require translations in certain locales. Bug #949185 covers figuring out that policy. This bug covers creating a process that enacts that policy in a way that doesn't block changes that don't require translation work from going to production while the changes that do require translation work hang out in an appropriate "limbo" state.
