Since I am writing messages in more than one language, I would like to have the date formatted as "2013-06-28 19:54", which is similar to (but a little more human-readable than) ISO 8601. Currently, I can only change the setting mailnews.reply_header_locale, but there is no locale that fits my needs.
The fix is to change the date format in the Windows locale.
