Quitting firefox (Ctrl+Q) closes all open windows instead of the just one.

Steps to reproduce:
1) Launch firefox
2) press Ctrl+N to open a new window
3) Press Ctrl+Q or select File->Quit.
4) Select 'Quit' / 'Save and quit' when asked if you want to save the tabs.
Actual results:
Both windows close.
Expected results:
Only one window i.e the window in focus should close.
