Description:
Call waiting is not functioning. The user never receives the incoming call when on a phone call. The call goes straight to voice mail.

Repro Steps:
1)  Updated Buri to Build ID: 20131213004002
2)  Tap on the "Settings" icon.
3)  Tap on "Call Settings".
4)  Turn on "Call waiting".
5)  Call another phone with the test phone.
6)  Have another phone call the test phone. 
 
Actual:
The call goes straight to voice mail and the test phone does not receive the incoming call.

Expected:
The phone receives a call waiting notification and is able to answer the call and put the current call on hold.
