A number of users have reported this:

 Netscape 6.1 Suggestion
 
Primary Browser: 	ntsc61  
Language: 		English  
Component: 		Navigator
Suggestion Category: 	Improvements  
Issues Details: 
The installation of shock - flash plug-in for Net
6.1 went ok till reaching macromedia's page which
looks for netscape.exe, and launch is netscp6.exe.
I renamed to netscape.exe and all worked fine.
Too complicated for most, though.

be fixed with the latest flash.
