Because it is the first row of the table and following row(s) are multi-column,
this (as placed) does not fill the cell. If the </td> immediately follows
the then it does.
Reproducible: Always
Steps to Reproduce:
1. look at rendered page
Actual Results: the cell was "flattened" to a minimal cell
Expected Results: the cell should be 1 text character high
