Description

From Bugzilla Helper:
User-Agent: Mozilla/5.0 (X11; U; Linux i686; en-US; rv:0.9.3+) Gecko/20010809
BuildID: 20010806

Because it is the first row of the table and following row(s) are multi-column,
this &nbsp; (as placed) does not fill the cell. If the </td> immediately follows
the &nbsp; then it does.

Reproducible: Always
Steps to Reproduce:
1. look at rendered page

Actual Results: the &nbsp; cell was "flattened" to a minimal cell

Expected Results: the &nbsp; cell should be 1 text character high
