Tooltool looks an awful lot like a simple file service, which means it could be handled easily by S3.

Tooltool is very high-bandwidth right now, because the caching doesn't have a very good hit rate (due to clobbers, etc.).  Downloading from S3 to Mozilla might incur a lot of costs, but of course downloads from S3 to EC2 are free.

This came out of the review in bug 884347.
