950948 - Don't show the user message about review queue if the app is already public

steps to reproduce:
1. Find a public app which doesn't have ESRB rating yet
2. Go to Content ratings page for that app.
3. Notice the message about having to get Content Ratings before April 15, 2014.
4. Get a content rating for that app
5. Notice the user message when you get back to the Content ratings page.


expected behavior:
user message says "You're all set, thanks!"

observed behavior:
user message says "Congratulations, your app submission is now complete and will be reviewed shortly!" when the app is already public.
