2. Notice the rating for Germany
3. Hover over the rating category icon for Germany

expected behavior:
Rating category icon for Germany says 'Refused Classification'

observed behavior:
Rating category for Germany says 'USK 0'. 
Hovering overing it says 'General audiences'
