When: Treeclosing window of 11 Jan 2014
Duration: ~5 minutes
Plan: migrate volume '/vol/releng_web' from old filer to new filer in scl3.  Rollback is to revert back to the old volume.

modules/webapp/manifests/releng/mount.pp reworked per some offline plans with :atoll and :dustin, change 80568, seemed to go fine.

Updated the NFS info in the Releng Cluster mana page
