As shown by bug 951886 and bug 951888, our 10ms timeout on startup warnings means we get weird intermittents when people don't test the validity of API existences on desktop. We might want to add a single test that's just a startup with a very high (2s?) timeout to show these errors. As bringup order is non-determinate, I'm betting the initial chaos will be high even with the two bugs listed being fixed.
Marking as duplicate of the already landed bug 960373. Turns out that the "make sure FTU comes up on first boot" test actually handles this case for us, so that'll work as our canary test.
