STR: 1. Go to http://dolske.net/mozilla/tests/prompt/sizes.html and click on tall or super tall. 2. Try to touch scroll text. It scrolls with the mouse fine.

There is a vbox with overflow: auto that contains the dialog text[1]. When input.js walks through the dom looking for a scrollable element[2] it doesn't find anything and ends up in the browser deck, which assumes we're scrolling content and hands it over to apzc[3].
