Description:
If the user goes through the FTE and skips past the Time Zone page, manually sets the date back a few days, misses a call and then sets the date and time to automaticac, the missed call will be shown for the incorrect day. It will be one day behind the day it should have been. 

Repro Steps:
1)  Updated Buri to Build ID: 20131218004002
2)  Factory reset the test phone.
3)  When going through the FTE, enable data and keep tapping next on all other pages. Do not set the Time Zone when prompted.
4)  After going through the FTE, tap on the "Settings".
5)  Tap on "Time and Date".  
6)  Turn off "Set automatically".
7)  Roll back the date for 3 days earlier than the current date. 
8)  Press home on the phone and have another phone call the test phone.
9)  Do not answer the call so it is a missed call. 
10) Tap on the "Settings" icon and then tap on "Time and Date".
11) Turn on "Set automatically" and look at under the "Time Zone". Notice it changed from New York to UTC.
12) Tap on the "Dialer" icon.
13) Tap on the "Call logs" icon and then tap on the "Missed" tap.
14) Look at the day shown for the missed call.

Actual:
The time zone changes to UTC from New York and missed calls will show the incorrect date.  

Expected:
The time zone does not change to UTC and all missed calls show the correct day.
