Steps to reproduce:

image.animation_mode is set to 'once', up to 2.22.1 seamonkey handled it correctly - displayed gif animation only once and stopped, but 2.23 ignores this setting and loops animation e.g. http://pics2.kuvaton.com/kuvei/cat243.gif. If you reload the image with ^R animation stops (not shown even once!), if yoy reload it completely with ^F5 infinite animation is resumed. For some (larger?) images ^R has no effect (or the same effect as ^F5) e.g. http://pics2.kuvaton.com/kuvei/cat234.gif. linux 32bit
