What problems would this solve?

Localization is a one of the best way to spread the Mozilla with the people in their language. MDN's articles are currently in many languages but in India their is most widely uses language is Hindi and these articles are not available for Hindi translation. So if we allow to translate these articles in Hindi language like SUMO project then that will be better for us. 

Who would use this?
===================
Hindi is most widely uses in the India, So if we able to translate these articles in Hindi language then it would be good for Indian users.

What would users see?
=====================
If someone who doesn't knows the Other languages expect Hindi, then He/She wouldn't be able to understand these articles. So through this feature they will understand easily. 

What would users do? What would happen as a result?

The main aim of this feature is to spread the Mozilla in that language which can be easily understand by users. If we could able to provide that feature as same as SUMO Localization then it would be good for users. When someone wants to read the MDN's article in their language so he/she can read easily through this feature.

Is there anything else we should know?
======================================
SUMO Localization is the best way to translate the articles in appropriate languages, So if we can offer this feature in MDN's new site then it would be good for Contributor.

Not less people, Hindi is a Global language of the India. So It would be great if we can translate the MDN's article into the Hindi language.

Yes, but you flagged the bug as being security-sensitive, which limits the number of people that can read the bug. :)
