2. enter "Screen Lock"
3. Enable "Passcode Lock"

### Expected
Show Passcode Lock screen with Keyboard.

### Actual
Sometimes only blank screen be displayed with Keyboard.

I don't think so - the regression here is recent off an automated test, so this is likely something different.
