Steps to reproduce: 1) Find an app on Marketplace in a language you don't understand. 2) Decide to translate it and send the author your translation for him/her to add it in. Expected result: 1) Website interface for translation, or existing easily available external website for localization. Actual result: 1) No website interface. 2) No external website. 3) No readily available interface to download the app and view its contents, for me to translate it manually. 4) The only information is author's contact e-mail. Even if the author /wants/ volunteers to translate, there is no standard interface to do so.
