When currently in a call with a second device if a third device calls the first device no incoming call notification will be shown.

Prerequisite: Have three phones and have call waiting and voicemail set up on the receiving device.

Repro Steps:
1) Update a Buri to BuildID: 20131223004001
2) Have device two call device one.
3) Answer the call on the first device.
4) Once the call is initiated call the first device from a third device.

Actual:
The third device will ring until eventually reaching voicemail.
The first device will not receive any notification of the incoming call.

Expected:
The first device will receive a notification that there is another incoming call and will be able to accept the call, placing the other caller on hold.

This is a known issue for the 20131115 base image. See bug 947017 for more information.
