Steps to reproduce:
on a fresh install:
open multiple tabs, close firefox, check "do not ask me next time", quit.
open firefox, open multiple tabs, close firefox.
Actual results:
keeps asking if user wants to save tabs.
Expected results:
firefox should have remembered that the user does not want to save tabs when closing firefox.
