Silently enters flight mode after update, does not display it properly

Details

Steps to reproduce:
1) Install an update
2) Receive incoming call

Expected results:
1) The phone rings

Actual results:
1) The phone does nothing.
2) When I try to make a call, I get a 'you must exit flight mode first' dialog, while the phone displays 0 bars in the cellular icon in the corner and does not display an airplane, and flight mode is not active in settings.
3) After rebooting the phone it works normally.

Please note that this happens after EVERY update with no exceptions.
