I have tried a few times to change the following setting from "Hold" to "Reject", but someone or something keeps resetting it: https://lists.mozilla.org/admin/community-denmark/?VARHELP=privacy/sender/generic_nonmember_action

Can you please find out why this setting keeps loosing its value, and prevent it from happening?

My understanding is that there's a script which runs daily and standardizes the settings. justdave: you were the one who told me about it a long time ago. Can you help here?

Yes, we have a job that goes out and makes sure "HOLD" is set for generic_nonmember_action.  

Justdave, this change would reset the generic_nonmember_action to "HOLD" if value isn't "HOLD" or "REJECT".  Thoughts?

I'd prefer discard over reject.  Reject causes backscatter spam and will get us blacklisted.  On the other hand, the users will never know their post didn't make it except by not seeing it show up on the list with it set that way.

I have the same problem in the Mozilla Colombia and Mozilla Québec mailing list, if reject (the ideal from my point of view) is not a technical option, then use discard and add a note in the footer emails to explain that in 5 words like "Non subscribers emails are REJECTED without notice (SPAM related)"

I think, nobody in any local community wants to check 99 spam moderations to find 1 real email.

This is not a bad idea, and certainly feasible.
